Project Overview
Topsoe has signed an agreement with HOLBORN Europa Raffinerie GmbH to provide its HydroFlex™ technology for the production of Sustainable Aviation Fuel (SAF) and renewable diesel at HOLBORN's refinery in Hamburg, Germany. The refinery supplies fuels and heating oil to Hamburg and northern Germany.
Production Goals
The plant aims to address the growing demand for SAF, which, according to the International Energy Agency’s Net Zero Scenario, needs to constitute over 10% of aviation fuel consumption by 2030 to achieve net zero CO2 emissions by 2050. In 2022, SAF made up only 0.1% to 0.15% of total jet fuel demand globally.
Timeline and Capacity
The renewable fuels complex, which will produce Hydrotreated Vegetable Oil (HVO) and SAF, is expected to be operational by early 2027. Once completed, the plant will produce approximately 220,000 tons per year of renewable diesel and SAF using waste and residue feedstocks.
Technology and Infrastructure
Topsoe’s HydroFlex™ technology allows the conversion of various fats, oils, and greases into renewable jet and diesel fuels that meet global specifications. The project will include interconnecting infrastructure with the existing refinery facilities in Hamburg.

This agreement with HOLBORN follows other recent wins for Topsoe’s HydroFlex™ technology, including projects at Braya Renewable Fuels’ Come By Chance plant in Canada, Cepsa Bioenergia San Roque’s Palos de la Frontera plant in Spain, and Guangxi Hongkun Biomass in China.
