The European Commission (EC) is the executive arm of the European Union. It drafts and proposes EU legislation, executes policies and the EU budget, enforces EU law, and represents the EU in certain external matters. The Commission is organized into Directorates‑General (DGs) and services, headquartered in Brussels with offices in Luxembourg.
For the chemical industry, the Commission develops and implements regulatory frameworks and policies on chemicals, environment, climate, energy, industrial strategy, and trade. It proposes and updates the REACH and CLP regulations (implemented by the European Chemicals Agency, ECHA), oversees competition and state‑aid control, and applies trade‑defense instruments such as anti‑dumping measures. It also steers decarbonisation and market mechanisms including the EU Emissions Trading System (ETS) and the Carbon Border Adjustment Mechanism (CBAM). Through programs such as Horizon Europe, the Innovation Fund, and Important Projects of Common European Interest (IPCEI), the Commission channels funding to research, industrial transformation, hydrogen, and circular‑economy projects. It works with EU agencies, Member States, and financial institutions to support a competitive, safe, and sustainable chemicals ecosystem.
