PETRONAS-led SEA METEC collaboration with JOGMEC, JGC and TotalEnergies

Collaboration and purpose

PETRONAS has signed a Memorandum of Collaboration with the Japan Organization for Metals and Energy Security (JOGMEC), JGC Corporation and TotalEnergies to establish the Southeast Asia Methane Emissions Technology Evaluation Centre (SEA METEC) Collaboration Group. The collaboration aims to advance methane measurement, monitoring and capability development across Southeast Asia and was formalised during Gastech 2026 in Bangkok.

Structure and roles

Institut Teknologi Petroleum PETRONAS (INSTEP) and Universiti Teknologi PETRONAS (UTP) will own and operate the SEA METEC facilities and deliver the training programmes. Partners including JOGMEC, JGC Corporation (Japan METEC) and TotalEnergies’ Anomaly Detection Initiatives will provide technical expertise, promote global best practices and support implementation of solutions aligned with OGMP 2.0 Level 4 and Level 5 reporting. The MoC signing was formalised by PETRONAS’ Charlotte Wolff-Bye alongside leaders from JGC, JOGMEC and TotalEnergies, and was witnessed by senior PETRONAS and TotalEnergies executives.

Scope and alignment

SEA METEC is a key deliverable under the ASEAN Energy Sector Methane Leadership Programme (MLP 3.0). The centre will operate from two Malaysian locations — INSTEP in Terengganu focusing on venting and fugitive emissions, and UTP in Perak supporting flaring emissions management — and will support methane MMRV, technology R&D and capability building across the region, aligned with PETRONAS’ net-zero-by-2050 commitment.
