Its role Operator
Institut Teknologi Petroleum PETRONAS (INSTEP) is a leading technical training institution focused on experiential learning and competency development for the oil, gas, and broader energy industries. Established in 1981 and based in Kuala Nerus, Terengganu, Malaysia, it functions as the primary training arm of Petroliam Nasional Berhad (PETRONAS) through its operating entity, PETRONAS Technical Training Sdn Bhd (PTTSB).
INSTEP delivers customized training programmes, consultancy services, and facilities rental, anchored by its flagship Upstream Downstream Training Plant (UDTP)—the world’s first facility of its kind. This compact plant replicates congested offshore and onshore conditions to provide safe, hands-on training for engineers, technicians, and operators. It has trained more than 156,000 professionals from over 50 countries and supports operations across more than 30 refineries, petrochemical plants, and 100 platforms globally.
The institute offers calendared and bespoke programmes covering technical skills, international certifications (such as OPITO, BTEC, and IECEx), and emerging areas including energy transition, decarbonisation, methane emissions management, and sustainability. It recently launched the PETRONAS Energy Transition Academy (P-ETA) to build capabilities for a lower-carbon future.
INSTEP is positioned as a key partner in regional capability building. In the context of the Southeast Asia Methane Emissions Technology Evaluation Centre (SEA METEC), it will own and operate the Terengganu site focused on venting and fugitive emissions, alongside Universiti Teknologi PETRONAS (UTP) in Perak. As a PETRONAS subsidiary, it plays a central role in human capital development aligned with the group’s net-zero-by-2050 goals and supports the wider ASEAN energy sector.
Also known as PTTSB and Institut Teknologi Petroleum PETRONAS.
