JGC to co-establish SEA METEC, Southeast Asia's first methane evaluation centre
- JGC, PETRONAS, JOGMEC and TotalEnergies signed a Memorandum of Collaboration on 13 September 2026 to establish SEA METEC.
- SEA METEC will be Southeast Asia's first methane emissions technology evaluation centre for testing, verification, training, R&D and knowledge sharing.
- JGC has supported SEA METEC's basic engineering, evaluation methodologies and training design and opened an Asia-first methane evaluation facility in Oarai in 2023.
- JGC will leverage its EPC experience, HiGHGuard® greenhouse-gas quantification service, and its BSP2030 (May 2026) strategic plan to support SEA METEC and regional methane management.
Agreement and participants
JGC Corporation signed a Memorandum of Collaboration with PETRONAS, JOGMEC and TotalEnergies on 13 September 2026 at Gastech 2026 in Bangkok to establish the Southeast Asia Methane Emissions Technology Evaluation Centre (SEA METEC).
Purpose and scope
The MoC sets a framework for testing and evaluation of methane measurement and monitoring technologies, capacity building, research and development, and knowledge sharing, aiming to strengthen methane emissions management capabilities across Southeast Asia. The centre responds to the absence of an equivalent regional facility and the need for evaluation and training under conditions representative of offshore gas production and tropical climates.
JGC role and prior work
JGC has supported SEA METEC’s basic engineering design, development of technology evaluation methodologies and formulation of training programmes through studies commissioned by JOGMEC. In 2023 JGC opened an Asia-first methane technology evaluation facility at its Oarai R&D Center, where it has tested drones, optical gas imaging cameras and fixed sensors, and provided field measurement services and technical consulting.
Strategic context
Under its BSP2030 mid-term plan (announced May 2026), JGC will apply plant engineering experience and its HiGHGuard® greenhouse gas quantification service to contribute to SEA METEC’s evaluation and verification activities, capacity development and the sharing of best practices to support decarbonisation of the natural gas and LNG value chain.
