Project scope

Chandra Asri Group is constructing a Chlor Alkali – Ethylene Dichloride (CA‑EDC) Plant in Cilegon, Banten, managed by its subsidiary PT Chandra Asri Alkali (CAA). The company values the project at IDR 15 trillion and has allocated USD 350–400 million (about IDR 5.5–6.3 trillion) in capital expenditure for 2025.

Capacity and output

The plant will produce 400,000 tonnes per year of solid caustic soda (equivalent to 827,000 tonnes in liquid form) and 500,000 tonnes per year of Ethylene Dichloride (EDC). All EDC output is intended for export.

Economic and supply‑chain impact

The facility is expected to reduce Indonesia’s Chlor Alkali import bill by up to IDR 4.9 trillion per year and could raise foreign exchange earnings by up to IDR 5 trillion annually from EDC exports. Its products serve downstream industries including water treatment, soap and detergent, alumina processing, nickel refining, pulp and paper, and PVC feedstock for construction.

Timing and employment

The plant is designated a National Strategic Project with target completion in 2027. Construction is expected to generate about 3,000 jobs, with a further 250 positions when operations begin, for a total of 3,250 jobs.
