Project scope
Chandra Asri Group will develop a Chlor‑Alkali‑Ethylene Dichloride (CA‑EDC) plant in Cilegon, Banten, following its designation as a National Strategic Project (PSN).
Capacity and investment
The project is expected to attract IDR 15 trillion in investment and will be operated by the group's subsidiary PT Chandra Asri Alkali (CAA). Planned annual production capacity is 400,000 tonnes of caustic soda and 500,000 tonnes of EDC.
Permits and technology partners
The company has secured the Environmental Impact Assessment (AMDAL) from the Ministry of Environment (KLH) and the Building Permit (PBG). Chandra Asri signed a technology licence with Japan’s Asahi Kasei Corporation for the CA unit and agreements with a leading US vinyl technology licensor for EDC licensing, basic engineering and technical services.
Strategic context
The plant is listed among 77 PSNs under Presidential Regulation No.12 of 2025 tied to the National Medium‑Term Development Plan (RPJMN) signed on February 10, 2025. The company links the project to reducing chemical imports, supporting downstream industry, and contributing to job creation and economic growth targets cited by management.
