The Innovation Fund is one of the world’s largest funding programmes for the demonstration and deployment of innovative net-zero and low-carbon technologies. It is financed by revenues from the EU Emissions Trading System (ETS) and aims to support projects that can deliver significant greenhouse gas emission reductions while boosting the competitiveness of European industry.
Established under the EU ETS Directive, the fund provides grants through competitive calls for proposals and auctions. It targets sectors including energy-intensive industries, renewables, energy storage, hydrogen production, carbon capture, utilisation and storage (CCUS), and sustainable mobility. Projects are supported across the European Economic Area (EEA).
The programme is managed by the European Commission’s Directorate-General for Climate Action, with day-to-day implementation delegated to the European Climate, Infrastructure and Environment Executive Agency (CINEA). It has an estimated total budget of approximately €40 billion for the period 2020-2030, depending on carbon prices.
By providing risk-sharing support for first-of-a-kind projects, the Innovation Fund helps bridge the gap from demonstration to commercial scale, contributing to the EU’s climate neutrality goals by 2050 and policies such as the Green Deal Industrial Plan and the Net-Zero Industry Act. As of late 2026, it has supported hundreds of projects with billions in grants.
