- EU support includes up to €4.5 billion in EFSD+ guarantee capacity to de‑risk projects and attract private capital.
- T‑MED aims to mobilise up to €25 billion in investments by 2035 and train or upskill up to 10,000 workers.
- Flagship activities in Egypt include a €1.6 billion grid modernisation, a €575 million green ammonia plant at Ain Sokhna, a ~€430 million hybrid PV project and 500 MW from the Niat and Rasgha wind sites.
- In Tunisia, T‑MED supports two 100 MW solar PV plants with EU backing of about €92 million and €80 million respectively.
What the platform does
The T‑MED Investment Platform is designed to mobilise large‑scale investment in renewable energy and clean technologies across the Mediterranean by matching projects with financiers and reducing investment risk. EU support includes up to €4.5 billion in guarantee capacity under the European Fund for Sustainable Development Plus (EFSD+), intended to attract private capital and accelerate implementation of viable projects.
Scope and support
The platform targets investment in renewable electricity generation, renewable hydrogen, electricity transmission and distribution, energy storage, cross‑border interconnections and clean‑technology manufacturing. Beyond financing, it will support regulatory reforms, permitting procedures, grid access and power purchase agreements, while promoting skills development and local clean‑technology value chains.
Selected projects
Examples under T‑MED include Egypt’s national electricity grid modernisation with total investment value of €1.6 billion; the Ain Sokhna green ammonia project in North Africa (€575 million) featuring a European electrolyser and exports to the EU; an EU‑guaranteed hybrid solar PV project worth around €430 million; and the Niat and Rasgha onshore wind projects adding 500 MW near the Gulf of Suez. In Tunisia, T‑MED supports two 100 MW solar PV plants with EU support of about €92 million and €80 million respectively.
Targets and context
T‑MED is a flagship of the Pact for the Mediterranean and was presented by Commissioner Dubravka Šuica at a Brussels stakeholder event. By 2035 the initiative aims to mobilise up to €25 billion in investments for renewables, grids, interconnections and clean technologies and to train or upskill up to 10,000 workers across the region.
