Its role Owner
The Sovereign Fund of Egypt (TSFE) is a sovereign wealth fund established in 2018 under Egyptian Law No. 177 of 2018, later amended in 2020. Wholly owned by the Arab Republic of Egypt, it functions as an independent legal entity tasked with managing transferred state assets and attracting private investment to unlock value and support long-term economic development.
TSFE operates through specialized sub-funds targeting tourism, real estate and antiquities; infrastructure and utilities; healthcare and pharmaceuticals; and financial services and fintech. It also runs a Pre-IPO sub-fund to prepare state-owned enterprises for public offerings. The fund emphasizes partnerships with domestic and international private investors, co-investments, and monetization of underutilized public assets across sectors including energy, education, and industry.
Headquartered in Cairo, TSFE has participated in strategic initiatives such as the Egypt Green Hydrogen project in Ain Sokhna, where it acts as a consortium co-owner and investor alongside Scatec, Fertiglobe, and Orascom Construction. The project involves a 100 MW electrolyser for renewable hydrogen production to support green ammonia output. With approximately USD 12 billion in assets, the fund ranks among global sovereign wealth funds and adheres to the Santiago Principles as a member of the International Forum of Sovereign Wealth Funds.
Governed by a board including government ministers and independent experts, TSFE aligns its activities with Egypt Vision 2030, focusing on sustainable growth, private sector mobilization, and value maximization for future generations.
