Naftogaz adopts decarbonisation strategy with EIB support

Adoption
Ukraine’s state-owned Naftogaz Group has adopted a decarbonisation strategy that sets out how the company will reduce emissions and develop cleaner energy solutions while maintaining reliable energy supplies.
Development and EIB role
The strategy was developed with €400,000 in technical assistance from the European Investment Bank under its EU for Ukraine (EU4U) Advisory Programme. That support, delivered over 18 months, brought external expertise to align Naftogaz’s climate objectives and identify practical emission-reduction pathways across its activities.
Targets and priorities
The strategy sets a long-term goal of net-zero emissions from Naftogaz’s own operations and purchased energy by 2050. It prioritises reducing methane emissions, improving energy efficiency, expanding renewable energy and energy storage, and developing new low-carbon energy solutions.
Financing and implementation
As part of an ongoing EIB–Naftogaz partnership, the EIB and the European Commission-backed Ukraine Investment Framework provided almost €500 million in 2025–2026 to purchase gas and secure supplies amid attacks on the country’s energy infrastructure. The EIB will continue to support Naftogaz as it implements the decarbonisation strategy and advances sustainable development.
