ORLEN and Naftogaz signed two memoranda setting a framework for cooperation on areas critical to Ukraine's energy security and long-term energy transition.

LNG, infrastructure and logistics

The first memorandum focuses on expanding LNG trade between the parties, including potential joint or coordinated use of regasification and transmission infrastructure across the Baltic Sea region and Central and Eastern Europe. It covers identification of commercial and logistical opportunities to facilitate LNG deliveries to Ukraine, increase supply flexibility and bolster regional energy security.

Sustainability and financing

The second memorandum establishes a framework for exchanging expertise in sustainability strategies, access to green and sustainable finance, investor relations, reduction of greenhouse gas emissions—including methane—energy efficiency improvements and reporting aligned with European standards. The parties intend to hold working meetings, expert consultations and study visits to support knowledge transfer and capability building.

Strategic context

The memoranda confirm a willingness to deepen cooperation to diversify sources and routes of natural gas supplies to Ukraine, make efficient use of available regasification capacity, transmission infrastructure and logistics, and support a shift from short-term emergency supply arrangements to a more resilient, diversified and lower-carbon energy architecture for Ukraine and the CEE region. The agreements were signed during the Ukraine Recovery Conference.
