Zeeland report positions region as energy hub for the Netherlands and Europe

Purpose and presentation

On 1 July 2026 Zeeland presented the report “System Integration of Electricity in Zeeland” to State Secretary Jo‑Annes de Bat for Climate and Green Growth. The study shows how coordinated development of renewable energy production, industrial sustainability and energy infrastructure can guide further development of Zeeland as an internationally significant port and industrial cluster and as an energy hub for the Netherlands and Europe.

Findings

The report states that making industry more sustainable will require substantial investment in energy and associated infrastructure in the coming years, including electrification, Carbon Capture & Storage (CCS), hydrogen and the transition to sustainable raw materials. It concludes these developments can reinforce one another if electricity demand, supply and infrastructure are developed in a timely and coordinated manner.

Recommendations

Authors propose six recommendations for central government and regional actors. The priorities include stimulating industrial demand for electricity, further developing hydrogen, selecting smart locations for businesses and energy facilities, expanding energy infrastructure, and creating stable market demand for sustainable products.

Next steps

To implement the recommendations, Smart Delta Resources, the Province of Zeeland and North Sea Port will take the initiative to form a strategic demand alliance. They plan to work with central government and the National Programme for Sustainable Industry to create conditions for the region’s sustainability and economic development; presenting the report to the State Secretary was positioned as a first symbolic step.
