Agreement and purpose

EIB Global signed a €750,000 technical assistance cooperation agreement to support preparation of Vacsera’s Vaccine Production Capacity Increase Project. The funds will support a feasibility study and market analysis to prepare a new multi-product vaccine facility.

Project scope and cost

The planned investment is estimated at approximately €50 million and aims to expand vaccine production capacity in Egypt, with part of production planned for export to other African countries.

Strategic context

The project aligns with the EU Global Gateway strategy and is financed under the FEMIP Trust Fund. It aims to strengthen health systems, promote equitable access to health products, and contribute to the African Union objective of increasing locally produced vaccines from about 1% today to 60% by 2040.

Signatories and next steps

The agreement was signed by H.E. Badr Abdelatty and EIB Vice-President Gelsomina Vigliotti, with Vacsera as a signatory. Vacsera is Egypt’s national vaccine manufacturer and one of Africa’s oldest vaccine producers. The studies financed by the TA are expected to underpin potential future EIB financing, the amount of which will be determined after completion of the studies.
