Uganda National Oil Company Limited (UNOC) is Uganda's national oil company, incorporated as a limited liability company on June 12, 2015, under the Companies Act of 2012. It was established pursuant to the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both of 2013, to manage the Government's commercial interests in the petroleum sector.
UNOC is wholly owned by the Government of Uganda, with shareholding split between the Minister of Energy and Mineral Development (51%) and the Minister of Finance, Planning and Economic Development (49%). The company participates across the petroleum value chain, holding a 15% interest in the Tilenga project and interests in the Kingfisher project in the Lake Albert basin, alongside partners TotalEnergies and CNOOC. It advances midstream infrastructure through subsidiaries, including a 15% stake in the East African Crude Oil Pipeline (EACOP) via the National Pipeline Company and up to 40% in the planned refinery at Kabaale, Hoima, via the Uganda Refinery Holding Company.
In downstream activities, UNOC acts as the sole importer of petroleum products into Uganda under a government mandate and has been appointed to market the state's allocation of the country's crude oil blend, Pearl Sweet, ahead of planned exports in early 2027. Headquartered in Kampala, UNOC operates primarily within Uganda, focusing on sustainable development of the nation's estimated 1.4-1.65 billion barrels of recoverable reserves to support socio-economic transformation.
As the designated national oil company, UNOC develops technical expertise, enters joint ventures, and positions Uganda as a regional petroleum hub while ensuring environmental and safety standards.
