Romania’s Ministry of Energy (Ministerul Energiei) is the government body responsible for national energy policy and strategy. It oversees the development of the electricity, oil and gas, heat, and renewable energy sectors; advances security of supply and energy efficiency; and aligns national measures with European Union directives and decarbonization goals. The ministry coordinates legislation, investment priorities, and programs supporting the modernization and transition of the energy system, and manages the state’s interests in parts of the energy sector.

For the chemical and downstream refining industries, the ministry’s policies shape the operating environment for oil refining, fuels, petrochemical feedstocks, natural gas supply, hydrogen and other low‑carbon technologies, and industrial emissions and energy-efficiency standards. Its actions influence market conditions, infrastructure development, and the regulatory framework affecting refineries, petrochemical operators, and related value chains in Romania.
