Borouge 4 Polyolefins Complex, Ruwais

New construction · Ruwais, United Arab Emirates · Commissioning & Start-up

Project of the week

4–10 November 2026

Borouge 4 has reached mechanical completion of PE7, one of its two 700,000-tonne-a-year polyethylene plants, Borouge reported with its third-quarter results on 29 October.

The new XLPE plant for power-cable materials, which made its first product in May, has already recorded 20,000 tonnes of sales. Borouge 4's output is aimed at power transmission and data-centre cabling as much as at packaging.

This week this project is shown in full: everything a chemXplore subscriber sees on every project.

Borouge 4 adds an ethane cracker of 1.5 Mtpa feeding two Borstar 3G polyethylene plants of 700 ktpa each, plus a second XLPE plant for power-cable materials. Its output is aimed at energy, infrastructure and packaging, including power transmission and data-centre cabling. It is owned 70% by ADNOC and 30% by OMV and funded outside Borouge Plc. Borouge operates and markets it under an asset usage agreement signed in March 2026, until Borouge Group International acquires it. That purchase is not expected before 2029.
