The draft Scope and Level of Detail Memorandum (draft NRD) and the participation proposal from the Ministry of Climate and Green Growth have been published, marking a next step in the permitting process. The ministry invites opinions from residents, businesses, non‑profit organisations and other stakeholders; responses can be submitted to the ministry and the project initiators are available for questions and feedback by email.
Project scope
Zeeland Energy Terminal is planned for the Vlissingen‑Oost port area and will operate as a floating terminal for liquefied natural gas (LNG). It will connect directly to the national gas grid to provide additional LNG import capacity intended to strengthen energy security and affordability in the Netherlands and to offer opportunities for the local Zeeland economy.
Timeline and next steps
Subject to permit approvals, the terminal is scheduled to become operational in the third quarter of 2029. Communication about an open season for market participation is expected in the first quarter of 2026.
