Program Overview
Tengizchevroil (TCO) has launched a comprehensive In-Country Value Development Program in collaboration with Kazakhstan's Ministry of Energy. This initiative aims to enhance Kazakhstani Content (KC) over the next five years, focusing on local manufacturing, supplier qualification, and improved tendering mechanisms.
Investment and Achievements
Since 1993, TCO has invested over $51.4 billion in Kazakhstani goods and services. As of August 2025, TCO achieved a 9% KC in goods, translating to a $24 million spend out of a total $270 million goods expenditure. This positions TCO as the leading purchaser of local goods in the oil and gas sector.
Supplier Development
TCO's Supplier Development Program supports local manufacturers in meeting technical standards through site visits and audits. Since 2024, 16 Kazakhstani manufacturers have been qualified and added to TCO's Approved Manufacturers List.
Contracts and Agreements
At the recent IMBC forum, TCO signed eight contracts and four Memorandums of Understanding (MoUs) with local companies, totaling $150 million. The company also employs long-term contracts for high-value goods to secure critical equipment and foster local industry growth.
Support for Entrepreneurs
TCO supports small local entrepreneurs, including socially vulnerable groups, through the "Tandau" interest-free microfinance initiative in the Zhylyoi region. In 2024, over 300 applications were received, with 44 businesses receiving funding.
