Project scope and financing
Rompetrol Rafinare will develop a photovoltaic power plant with an installed capacity of 4.8 MW and an energy storage system of approximately 9 MWh at the Vega Ploieşti refinery. The total investment is estimated at almost 27 million lei, of which approximately 7 million lei is financed through the Modernization Fund and approximately 20 million lei is Rompetrol Rafinare's contribution. The project is to be implemented by December 31, 2028, in accordance with the funding call deadline.
Expected performance and impacts
The photovoltaic plant is estimated to produce over 6,200 MWh of renewable energy annually, with the entire amount to be used for self‑consumption, equivalent to about two‑thirds of the Vega refinery's annual electricity consumption compared to the budgeted level for 2025. The planned storage system will enable more flexible management and optimization of energy use according to consumption profile and operational needs. Rompetrol Rafinare estimates an annual reduction in greenhouse gas emissions of over 3,800 tonnes of CO₂.
Refinery context and operational progress
Vega shifted away from crude oil processing in 2004 and now focuses on value‑added products. It is the only bitumen producer in Romania, supplying approximately 20% of domestic needs, and the country's sole producer of n‑hexane. The refinery also produces polymer‑modified bitumen, solvents, chemical gasolines and heating fuels. Modernization of the Vacuum Distillation plant, completed in 2022, increased yield from about 60% to almost 90%, and specific energy consumption fell from 2.65 GJ/t in 2017 to 2.42 GJ/t in 2025, a reduction of roughly 9%.
Throughput and ownership
In the first half of 2026 Vega processed 163,550 tonnes of raw materials and recorded a first‑half bitumen production of over 48,000 tonnes, a 40.5% increase year‑on‑year. Major shareholders of Rompetrol Rafinare are KMG International (54.63% directly and indirectly) and the Romanian State, through the Ministry of Energy (44.7%).
