Ørsted's Revolution Wind Ordered to Halt Offshore Work by BOEM

Stop-Work Order

On August 22, 2025, Ørsted's Revolution Wind LLC, a joint venture with Global Infrastructure Partner's Skyborn Renewables, received a stop-work order from the US Department of the Interior's Bureau of Ocean Energy Management (BOEM). The order requires halting activities on the outer continental shelf related to the Revolution Wind project. The project is complying with the order, prioritizing worker and environmental safety.

Project Status

Revolution Wind began offshore construction after receiving final federal approval from BOEM last year. The project is currently 80% complete, with all offshore foundations and 45 out of 65 wind turbines installed. The project aims to achieve commercial operation by the second half of 2026.

Permits and Agreements

Revolution Wind is fully permitted, having secured all necessary federal and state permits, including its Construction and Operations Plan approval in November 2023. The project has 20-year power purchase agreements to deliver 400 MW of electricity to Rhode Island and 304 MW to Connecticut, enough to power over 350,000 homes.

Next Steps

Ørsted is exploring options to resolve the issue quickly, including engaging with permitting agencies and considering legal proceedings. The company is also assessing the financial implications of the stop-work order and will update the market on its impact on the planned rights issue announced earlier in August 2025. Existing shareholders and potential investors are advised to await further announcements.
