Moeve starts construction of Onuba, 300 MW first phase of Andalusian Green Hydrogen Valley

Project overview
Moeve has begun construction of Onuba, the first phase of the Andalusian Green Hydrogen Valley at its Energy Park in Palos de la Frontera (Huelva). Onuba comprises 300 MW of electrolysis capacity with an option to expand by 105 MW, associated infrastructure and a dedicated photovoltaic plant for self‑consumption. The phase represents a joint investment of more than €1 billion.
Ownership and funding
Moeve holds a 51% majority stake, with Hy24 and COFIDES as strategic partners holding a combined 29% and Enagás Renovable plus Alter Enersun holding the remaining 20%. The project is designated an EU Project of Common Interest and received €304 million from Spain under the Recovery, Transformation and Resilience Plan financed by NextGenerationEU; this funding supports 405 MW within the Andalusian Green Hydrogen Valley.
Output, technology and jobs
The facility is sized to produce approximately 45,000 tonnes of renewable hydrogen per year, avoiding about 250,000 tonnes of CO2 emissions annually. It is expected to generate more than 8,000 direct, indirect and induced jobs during development, construction and commissioning and to support the activity of over 400 local SMEs. The plant will deploy a digital twin and a unified data and IoT platform as the company’s first digitally‑native facility.
Strategic context
Moeve is investing €2.4 billion in Andalusia across energy transition projects including this hydrogen plant and a second‑generation biofuels facility that will produce SAF and renewable HVO diesel next year. The Andalusian Green Hydrogen Valley aims for 2 GW of electrolysis across Moeve’s parks and is positioned as a regional hub to scale green molecules, which the company report says could halve Europe’s external energy dependence by 2040 and replace up to 50% of fossil demand by 2050.
