Project Overview
Fluor Corporation has secured an engineering, procurement, and construction (EPC) contract for Galp Energia’s Porto Refinery Conversion project in Sines, Portugal. The project follows Fluor's initial front-end engineering and design (FEED) work, which began in October 2007 and included conceptual engineering, front-end loading, and early procurement of key equipment.
Investment and Timeline
The total installed cost of the project is estimated at approximately 350 million euros (US$455 million), with Fluor booking US$400 million in the fourth quarter of 2008. The project is expected to be completed by the fourth quarter of 2010.
Production and Compliance
Upon completion, the Porto Refinery Conversion Project is anticipated to produce 2.5 million tons per year of diesel, gasoline, and kerosene fuels. The upgraded refinery will comply with the latest European environmental regulations, enhance the utilization rate of existing refineries, and be capable of processing heavier crude oil.
Execution Strategy
Fluor’s multi-office execution approach is being led by its Camberley, UK, execution center, with significant support from its Madrid office. The project will also involve collaboration with local Portuguese contractors to integrate regional knowledge and expertise.
