Innovation Norway is the Norwegian government’s main instrument for innovation and business development. It provides financing (grants, loans, and guarantees), advisory services, networking, and export promotion to startups, SMEs, and established companies across sectors. The agency operates under the Ministry of Trade, Industry and Fisheries in cooperation with county authorities, with offices throughout Norway and internationally.
For the chemical and process industries, Innovation Norway supports research, development, and commercialization activities, including pilot and demonstration projects, through dedicated funding schemes and advisory programs. Priority areas include the green transition and industrial modernization, such as bio-based materials and chemicals, circular economy solutions, hydrogen and ammonia, battery value chains, carbon capture, utilization and storage (CCUS), and energy- and resource-efficient processes. The agency also contributes to cluster development through the Norwegian Innovation Clusters program (Arena, NCE, GCE) in collaboration with national partners, fostering collaboration between companies, research institutions, and public bodies. Its international network facilitates market access and export development for Norwegian industrial technologies and solutions.
