ECLUSE is a public–private partnership that develops and operates an industrial steam network in the Port of Antwerp-Bruges (Waaslandhaven), Belgium. It delivers high‑pressure process steam recovered from nearby waste‑to‑energy installations to chemical and industrial users, displacing on‑site fossil‑fired boilers and improving energy efficiency.
The network includes transmission pipelines and a condensate return loop that sends hot water back to the producers, enabling efficient heat recovery and reuse. Partners include waste-to-energy operators and regional infrastructure and port stakeholders. By valorizing energy from non‑recyclable waste—part of which is biogenic—ECLUSE supports circular energy use and contributes to lower CO2 emissions within the Antwerp chemical cluster. The initiative is being expanded to connect additional users across the River Scheldt via a dedicated tunnel, broadening access to recovered heat for industrial processes.
Industrial customers connected to the network include major chemical and logistics companies located in and around the port area.
