About ECLUSE

ECLUSE is a public–private partnership that develops and operates an industrial steam network in the Port of Antwerp-Bruges, Belgium. The network recovers steam from waste-to-energy facilities and delivers it via pipelines to nearby industrial sites—particularly chemical producers—for use as process heat.

By substituting on-site fossil-fired boilers with recovered steam, ECLUSE improves energy efficiency and supports decarbonization in the Antwerp industrial cluster. Its infrastructure includes high-pressure steam delivery and condensate return, integrating with site utilities to provide reliable, continuous heat supply. ECLUSE contributes to regional energy-transition objectives by valorizing residual heat and enabling the growth of large-scale heat networks, with ongoing initiatives to expand connectivity across the port area.
