European Climate, Infrastructure and Environment Executive Agency

About CINEA

European Climate, Infrastructure and Environment Executive Agency (CINEA) is an EU executive agency based in Brussels that implements European Commission funding programmes supporting the European Green Deal. Created in 2021, it manages grants and financing for projects that cut greenhouse-gas emissions, enhance energy and transport infrastructure, and protect the environment.

CINEA oversees major EU instruments including the Innovation Fund (financed by EU ETS revenues), the LIFE programme, the Connecting Europe Facility for Transport and Energy, and parts of Horizon Europe focused on climate, energy and mobility. Its portfolio covers areas relevant to energy‑intensive industries such as renewables, energy efficiency, hydrogen and alternative fuels, carbon capture, utilisation and storage (CCUS), industrial decarbonisation, circular economy, and pollution prevention.

For the chemical sector, CINEA acts as a public funding manager: publishing calls, evaluating proposals, awarding grants, and monitoring projects ranging from first‑of‑a‑kind low‑carbon processes to large‑scale infrastructure and cross‑border energy projects. The agency operates on behalf of the European Commission to deliver EU policy objectives through transparent, competitive funding and rigorous project oversight.
