OMV Petrom & CE Oltenia advance 550 MW solar build with first panel deliveries

Project milestone

OMV Petrom and Complexul Energetic Oltenia report arrival in Romania of the first photovoltaic panels for four solar parks under construction in Ișalnița, Tismana and Rovinari. The shipments are part of a planned total of approximately 800,000 panels for about 550 MW of capacity.

Logistics and installation

The first batches — equivalent to about 100 MW — were unloaded at the Port of Constanța. Equipment will be transferred by specialized trucks in a coordinated operation requiring roughly 1,500 deliveries so installation teams can begin mounting panels on arrival. Works will run in parallel across the three sites according to the execution schedule.

Technology and scale

The modules are N‑type Half‑cell Bifacial Modules supplied by a global manufacturer and are specified to perform across varying temperature and radiation conditions. The total panel area is compared to Bucharest’s Herăstrău Park or more than 1,500 football fields.

Timing, impact and financing

The parks are targeted to become operational in 2027 and are expected to generate energy equivalent to the annual consumption of about 500,000 households (estimate based on Romania’s solar capacity factor and ANRE household data). The project’s investment exceeds €400 million, with approximately 70% financed by the Modernisation Fund; an initial tranche of ~€70 million was received in December 2025. OMV Petrom and CE Oltenia hold equal 50% stakes.

Workforce transition

The partners support reskilling through the RenewAcad program; around 255 Oltenia Energy Complex employees have completed a course for photovoltaic system installers. The initiative forms part of broader training efforts that have reached over 10,000 professionals to support Romania’s energy transition.
