MoCI and QatarEnergy to govern hydrocarbon resource allocation and expand Mesaieed medium industries area

Agreement purpose

The Ministry of Commerce and Industry and QatarEnergy signed Terms of Reference to establish and implement a joint governance mechanism to evaluate and allocate hydrocarbon-derived resources — including natural gas and power — to downstream derivative industrial investment opportunities.

Scope and objectives

The framework aims to ensure optimal use of national resources, enhance industrial value capture, attract qualitative investments and support sustainable industrial growth as part of broader national development goals.

Mesaieed expansion and resource commitment

The agreement supports developing a new medium industries area in Mesaieed Industrial City; QatarEnergy pledged to supply this expansion with natural gas quantities equal to those dedicated to small and medium industries in Doha’s Industrial Area.

Governance, roles and stakeholders

A joint working team will oversee allocations and may engage additional stakeholders as needed. MoCI will lead investor engagement, opportunity sourcing and ecosystem coordination, while QatarEnergy will provide technical and commercial evaluation expertise related to resource allocation and utilization.
