PETRONAS MoU with regional partners to advance offshore IOR/EOR

Partnership and scope

PETRONAS, through Malaysia Petroleum Management (MPM), signed a Memorandum of Understanding with PETRONAS Carigali, Universiti Teknologi PETRONAS (UTP), PTTEP Sarawak Oil, PTTEP Sabah Oil and PT Pertamina Malaysia Eksplorasi Produksi (PMEP) in conjunction with OTCA 2026 to jointly evaluate opportunities for improved and enhanced oil recovery (IOR/EOR) in offshore acreages.

Technical workstreams

The parties will leverage operating experience from the E&P companies and UTP’s specialised research capabilities and laboratory facilities to develop fit‑for‑purpose IOR/EOR studies supported by laboratory testing, with the potential to mature selected technologies and concepts toward pilot implementation.

Objectives

The collaboration targets higher recovery factors, extended field life and unlocking long‑term value from mature offshore assets, while aiming to accelerate deployment of practical recovery solutions and strengthen regional technical capabilities across offshore basins.

Digital platform — MDIC

In parallel, MPM unveiled the Malaysia Digital Intelligence Centre (MDIC), a unified, AI‑enabled digital platform that connects MPM and Petroleum Arrangement Contractors by consolidating workflows, data and intelligence into a single environment to streamline submissions and approvals, improve transparency and enable faster, more informed decision‑making.
