Key highlights
  • More than AED60 billion in local manufacturing opportunities to 2030.
  • Opportunities cover over 200 essential products and a broad portfolio of critical spare parts.
  • New supplier registration model targets up to 80% faster onboarding and halves documentation requirements.

Scope of opportunities

ADNOC unveiled more than AED60 billion in local manufacturing opportunities through 2030 covering over 200 essential products and a broad portfolio of critical spare parts. Identified categories include rotating equipment and power; electrical, control and automation systems; drilling and completion equipment; chemicals and catalysts; piping, fabrication and heavy equipment; and spare parts and advanced manufacturing.

Procurement and supplier reforms

A single-window registration, qualification and compliance platform will tailor requirements to the nature and risk of work, leverage AI for document verification and reuse, and aim to reduce onboarding time by up to 80% while halving documentation. Procurement enhancements integrate commercial and In-Country Value (ICV) offers into a single evaluation, retire bid-matching, apply proportionate requirements by contract size and aim to shorten purchasing cycles by up to 40%.

Industrial support and partnerships

ADNOC will collaborate with the Ministry of Industry and Advanced Technology and the Abu Dhabi Investment Office to link demand visibility with the national industrial database and financing through the National Industrial Resilience Fund. ADNOC signed MoUs with ADIO and KEZAD Group to support industrial investment, and expanded the Local+ list to more than 100 manufacturers to prioritise UAE-made products in projects.

ICV outcomes and recognition

Since its 2018 launch, the ICV programme has redirected more than AED307 billion into the UAE economy, supported localization of 130 products, helped develop 95 UAE factories and created roles for more than 27,500 Emiratis. ADNOC also refreshed the ICV identity and launched the ICV Excellence Awards to recognise contributors and resilience partners.
