The National Industrial Resilience Fund (NIRF) is a government-backed financing initiative established by the UAE Cabinet in April 2026 with an allocation of AED 1 billion (approximately $272 million). Managed by the Emirates Development Bank (EDB) over a five-year period, the fund is designed to strengthen supply chain resilience, accelerate the localization of priority industries, and link confirmed procurement demand with targeted financing for local manufacturers.

It focuses primarily on brownfield investments, helping existing manufacturing facilities expand capacity and scale output rather than greenfield projects. The NIRF supports industrial value chains across six strategic sectors: food industries, manufacturing, primary metals, mechanical and electrical and chemical industries, pharmaceuticals and medical supplies, and advanced technology and construction. It also promotes the adoption of artificial intelligence in production, operations, and planning.

Key partners include the Ministry of Industry and Advanced Technology (MoIAT), which identifies priorities and nominates projects, and ADNOC as the first strategic partner, which aligns procurement, shares demand data, and provides long-term contracts. The fund operates across the United Arab Emirates as part of broader national strategies such as Operation 300bn and the National In-Country Value (ICV) Program.

Fully owned and backed by the UAE federal government, the NIRF serves as a critical public financing vehicle to boost domestic manufacturing, reduce import dependence, enhance economic security, and support sustainable industrial growth in the UAE.

Also known as الصندوق الوطني للمرونة الصناعية.
