Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) is Nigeria’s statutory regulator for midstream and downstream petroleum and natural gas operations. Established under the Petroleum Industry Act (PIA) 2021, it consolidates the oversight of gas and liquid fuels infrastructure, markets, and operations across the country.

The Authority licenses and regulates refineries and petrochemical plants; gas processing, LNG and LPG facilities; pipelines, storage depots, terminals, and retail distribution. It sets and enforces technical, operational, metering, and product‑quality standards; oversees health, safety and environmental compliance; administers permits for importation, bulk supply and marketing; and provides commercial regulation, including network codes and tariffs for gas transportation and related infrastructure. NMDPRA also monitors product supply and distribution to support market stability and maintains industry data for oversight and planning.

For the chemicals value chain, NMDPRA’s rules shape the availability of fuels and feedstocks (such as LPG, condensates, naphtha, natural gas and derivatives), market access for new projects, and the reliability of midstream logistics. Its mandate is intended to support investment, competition, and consumer protection across Nigeria’s downstream energy and industrial ecosystem.
