National Energy Regulator of South Africa (NERSA) is the statutory authority responsible for regulating South Africa’s electricity, piped-gas and petroleum pipelines industries. Established under the National Energy Regulator Act, 2004, it executes its mandate through sector-specific laws, including the Electricity Regulation Act, the Gas Act and the Petroleum Pipelines Act.
NERSA’s core functions include issuing licences to market participants, approving and/or setting tariffs and prices, monitoring and enforcing compliance with licence conditions and technical standards, resolving disputes, and advising government on regulatory matters. Its decisions shape access to energy infrastructure and the cost and reliability of electricity and gas supply. For the chemical sector, NERSA’s regulation of piped-gas and petroleum pipelines influences feedstock and energy availability and pricing, while electricity tariff determinations affect operating costs and competitiveness. The regulator engages stakeholders through public consultation processes during licensing and tariff determinations.
