About FTC

The Federal Trade Commission (FTC) is an independent U.S. government agency established in 1914 to promote competition and protect consumers. It enforces federal antitrust and consumer protection laws, investigates anticompetitive conduct, and reviews mergers and acquisitions under the Hart-Scott-Rodino Act, challenging transactions that may substantially lessen competition. The FTC also addresses deceptive or unfair business practices, including marketing and labeling claims.

For the chemical industry, the FTC plays a key role in merger review across chemicals, materials, and distribution markets; scrutinizes conduct such as price-fixing, collusion, monopolization, and certain exclusive dealing arrangements; and evaluates environmental marketing claims under its Green Guides (e.g., recyclability, biodegradability, “non-toxic”). The agency also enforces rules on substantiation of advertising claims and “Made in USA” labeling. The FTC coordinates with the U.S. Department of Justice and international competition authorities on matters involving global chemical supply chains and markets.
