Its role Funder
The Agència de Residus de Catalunya (ARC) is a public law entity attached to the Generalitat de Catalunya, responsible for managing waste generated or handled within Catalonia. This includes industrial, municipal, healthcare, and agricultural waste, with specific exclusions for radioactive materials, mining and quarrying waste, non-hazardous agricultural waste used on-site, declassified explosives, wastewater, and gaseous emissions.
Its core objectives are to promote waste minimization and reduced hazardousness, encourage selective collection, support waste valorization and recycling, ensure proper disposal of refuse, and restore spaces and soils degraded by uncontrolled dumping or pollution. The agency operates regionally with central headquarters in Barcelona (Passeig de la Zona Franca, 107) and territorial services in Girona, Lleida, Tarragona, and Terres de l'Ebre.
Originally established in 1981 as the Junta de Residus and renamed in 2003 under Law 15/2003, it functions as an autonomous public company under the statute of Catalan public enterprises. It develops policies, plans (such as PINFRECAT), funding programs, and initiatives for circular economy transitions, including support for recycling projects and green public procurement. The ARC collaborates with local governments, industry, and stakeholders to achieve EU recycling targets and advance sustainable waste management across Catalonia.
Also known as Waste Agency of Catalonia, Agencia de Residuos de Cataluña, Catalan Waste Agency, and Junta de Residus.
