Carbon Neutral Fuels proposes Project Starling to regenerate the former Eastman Chemical site at Siddick into a 40‑acre sustainable aviation fuel (SAF) facility producing around 42,000 tonnes per year, with a target to open in 2031.
Local economic impact
Construction is expected to support more than 500 jobs and the operating facility over 150 skilled, full‑time roles. Industry group Sustainable Aviation estimates a homegrown SAF industry in the North West could deliver over 1,500 jobs and contribute more than £219 million to the regional economy.
Technology and feedstocks
The proposal uses a power‑to‑liquid route supplied by renewable electricity, water, biomethane and captured biogenic carbon dioxide sourced from local producers such as distilleries and farms. CNF is also working with utilities on using recycled wastewater in SAF production. The company states lifecycle greenhouse‑gas emissions could be reduced by more than 95% versus fossil jet fuel.
Strategic context
Domestic SAF would reduce reliance on imports (the UK currently imports over 70% of its aviation fuel) and support fuel sovereignty. The UK SAF Mandate requires 10% SAF by 2030 and 22% by 2040, and long‑haul aircraft will continue to need liquid fuels for decades.
Community consultation
CNF is holding a public drop‑in on Thursday 15 October, 15:30–19:00 at Cumbria Youth Alliance, The Benny Walker Centre, Longhorn Building, James Street, Workington, CA14 2DF, for residents to view emerging plans and meet the project team.
