Topsoe to supply kerosene hydrotreating technology for BPCL Mumbai SAF project
- Topsoe signed a licence to provide kerosene hydrotreating technology for BPCL’s Mumbai refinery.
- BPCL will revamp its 4,000 metric tons per day kerosene hydrotreater to co-process 5% renewable feedstock (used cooking oil).
- Final investment decision has been taken and commissioning is expected by the end of 2026.
- Produced SAF will supply airlines for international flights as India prepares for CORSIA and SAF blending targets (1% by 2027; 2% by 2028; 5% by 2030).
Agreement and scope
Topsoe signed a licensing agreement to provide its Kerosene Hydrotreating Technology for co-processing at Bharat Petroleum Corporation Limited’s (BPCL) Mumbai Refinery to increase sustainable aviation fuel (SAF) production.
Technical approach
BPCL will revamp its existing 4,000 metric tons per day kerosene hydrotreater to co-process up to 5% renewable feedstock in the form of used cooking oil alongside conventional feedstock. Using the hydrotreating solution, SAF will be produced within existing refinery infrastructure without a new dedicated SAF unit.
Timeline and output
Final investment decision has been taken and the revamp is underway, with commissioning expected by the end of 2026. The SAF produced will be supplied to airlines refuelling international passenger flights at Indian airports.
Regulatory context
The project supports development of India’s domestic SAF ecosystem ahead of mandatory compliance with the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) in 2027 and aligns with national SAF blending targets of 1% for international flights by 2027, 2% by 2028 and 5% by 2030.
