EASA: EU SAF supply surpasses 2025 ReFuelEU target

Overview

The European Union Aviation Safety Agency published its annual implementation report on the ReFuelEU Aviation Regulation covering SAF availability and supply in 2025, the first year of compliance with the Regulation's mandates.

Supply and production

Aviation fuel suppliers reported 39.3 million tonnes of aviation fuel supplied at Union airports in 2025, of which 1.1 million tonnes (2.8%) was sustainable aviation fuel (SAF), surpassing the Regulation's 2025 minimum share of 2%. SAF supply increased from 193,000 tonnes in 2024 to 1.1 million tonnes in 2025. Eighty-four percent of SAF supplied in the EU was produced within the EU, and SAF was delivered at 121 Union airports across all 27 Member States, up from 33 airports in 2024.

Investments and policy actions

Production capacity signals improved alignment with the 2030 blending target of 6%, with 18 Member States reporting operational or announced SAF production facilities. Synthetic aviation fuel advanced with the launch of the first EU-based demonstration plant and around 50 projects awaiting final investment decisions. Eight Member States launched the eSAF Early Movers Coalition; Germany, Luxembourg and Austria will pilot a double-sided auction with over €2.1 billion in funding, and the Commission is studying a possible EU financing mechanism.

Commissioner comment

Commissioner Apostolos Tzitzikostas said the exceedance of the first SAF target under ReFuelEU Aviation shows Europe is moving towards cleaner and more competitive aviation and that the framework is delivering tangible results to increase SAF production and use.
