Meeting

On 1 September 2026 SOCAR President Rovshan Najaf met with a delegation led by Zhang Chuanjiang, Chairman of China National Offshore Oil Corporation (CNOOC).

Memorandum of Understanding

Within the framework of the meeting, SOCAR and CNOOC signed a Memorandum of Understanding to pursue joint upstream projects in Azerbaijan and other countries.

Scope of cooperation

The parties reviewed cooperation opportunities in offshore oil and gas exploration, development and production, investment in oil refining and petrochemicals, and international trade. The MoU envisages expansion into technical services, supply of equipment and technologies, engineering, operations and technical support, and collaboration on applying new technologies and enhancing operational efficiency.
