Sines to revise PUZILS to align with industrial‑logistics growth

Rationale

The revision of the Sines Industrial and Logistics Zone Urbanisation Plan (PUZILS) is being advanced to adapt territorial planning to the municipality’s changing economic and territorial dynamics. Notice No. 21625/2026/2 of 1 September cites clear public and strategic interest in updating the framework for the Sines Industrial and Logistics Zone.

Scope

PUZILS covers 4,157 hectares, equivalent to around 21% of the municipality, and encompasses the ZILS – Sines Industrial and Logistics Zone, which is managed by aicep Global Parques. The current plan has been in force since 2008.

Process and timing

Sines City Council unanimously approved restarting the procedure and set a 24‑month deadline for the completion and approval of the revised plan. Previously undertaken studies and opinions will be used, while retaining the framework of the Strategic Environmental Assessment already developed and validated.

Environmental and planning aims

The revision aims to reconcile economic development, spatial planning and environmental protection as the industrial and logistics landscape transforms. CCDR Alentejo data indicate 76.3% of the municipality is classified as part of the National Ecological Reserve, a factor in planning decisions. aicep Global Parques regards the revision as an opportunity to adapt the territory to future business and investor needs and to strengthen competitiveness and sustainability.
