Petrobras issues biomethane procurement call with long-term supply options
- Petrobras may sign biomethane supply contracts of up to ten years for deliveries starting in 2027.
- The Future Fuel Law set an initial national acquisition target of 504,000 cubic meters per day, with company-specific targets to be defined by ANP.
- Registration on the Petronect Portal is due 12/11/26 and proposals will be received between 14–22 December 2026.
- Proposals may cover biomethane and/or Certificates of Guarantee of Origin (CGOB), with CGOB-only proposals limited to two-year terms.
Procurement objective
Petrobras opened a call for proposals to purchase biomethane as part of its decarbonization strategy and to prepare for obligations under the Future Fuel Law. The company intends to assess market conditions for possible contracts with terms of up to ten years for supply starting in 2027, with delivery options at various points in the country.
Regulatory context and targets
The Future Fuel Law created the National Program for the Decarbonization of Natural Gas Producers and Importers and for the Incentive of Biomethane and established an initial national acquisition target equivalent to 504 thousand cubic meters per day. Individual targets for each company will be defined by ANP; a preliminary definition for 2027 is expected in December, with final consolidation in March 2027.
Scope and evaluation
The call is aimed at producers that meet the technical and regulatory requirements and covers acquisition of biomethane and/or Certificates of Guarantee of Origin (CGOB). Proposals are non-binding; Petrobras will evaluate operating and in-development projects on start date, maturity and competitiveness and may move suitable submissions to commercial negotiation. The process allows maximum terms of 10 years for biomethane and 2 years for CGOB-only proposals.
Planned use and schedule
Petrobras plans to use biomethane mainly to replace part of the natural gas consumed in refineries and other industrial facilities to lower carbon intensity while maintaining energy security and competitiveness. The deadline for registration on the Petronect Portal and request to participate is 12/11/26, and proposals will be received between December 14 and 22, 2026.
