Dow and North Sea Port: Mosselbanken as energy and industry hub

Key highlights
  • Mosselbanken is owned by Dow and is part of ValuePark Terneuzen, supporting logistics and the integrated steam cracker complex that is the largest in Europe.
  • Dow and North Sea Port back a new 380 kV connection and have offered part of Mosselbanken for a substation if it fits an integrated, area‑wide approach to ensure timely grid expansion.
  • Planned energy projects (offshore wind landfall, substation and potential nuclear plants) collectively require more land than Mosselbanken alone, risking pressure on existing operations and future investments.
  • Dow calls for a single integrated regional vision so energy infrastructure, decarbonisation, employment and industrial innovation reinforce rather than constrain each other.

Mosselbanken's role in the regional industrial ecosystem

Mosselbanken, reclaimed land west of the Dow Industrial Park, is owned by Dow and forms part of ValuePark Terneuzen. Its strategic multimodal connections and logistics support are already embedded in the port and industrial cluster of Zeeuws‑Vlaanderen and serve the integrated steam cracker complex.

Energy infrastructure proposals

The site has been proposed as the location for a 380 kV substation and as a potential landfall for offshore wind, and it is being considered alongside possible new nuclear power plants. Dow and North Sea Port say a robust electricity grid is essential for decarbonisation, electrification of existing industry and attracting new businesses.

Land‑use constraint and planning risk

The companies warn that the total land required for the planned energy projects exceeds the size of Mosselbanken. Without integrated planning, existing operations, logistical functions and future circular‑industry investments could come under pressure, prompting calls to explore alternative or combined locations.

Call for integrated regional vision

Dow and North Sea Port have offered part of the site for a substation provided it is part of an integrated area‑wide approach. Tabita Verburg (Dow) urges a single integrated regional vision to connect energy security and sustainability with employment, innovation and prosperity in Zeeuws‑Vlaanderen.
