Eni CCUS Holding: Douglas CCS — first offshore CO₂ transport and storage platform

Key highlights
  • Douglas CCS is the world’s first purpose-built offshore platform dedicated to CCS for industrial decarbonisation.
  • Delivered in under 18 months, the installation comprises a 1,885‑tonne topside, a 1,755‑tonne jacket and eight foundation piles totalling 730 tonnes.
  • The platform will receive CO₂ from industrial facilities across North West England and North Wales and route it through repurposed offshore pipelines to depleted natural gas reservoirs for permanent storage.
  • Liverpool Bay CCS is about 50% complete, with roughly 60% of expenditure via UK supply chains, supporting over 2,000 construction jobs and some 200–300 long‑term roles across 25+ years.

Installation

Eni CCUS Holding’s Liverpool Bay CCS has completed installation of the Douglas CCS platform, the first purpose-built offshore platform dedicated to carbon capture and storage for industrial decarbonisation. The facility was delivered in less than 18 months from contract award and comprises a 1,885‑tonne topside, a 1,755‑tonne jacket and eight foundation piles with a combined weight of 730 tonnes.

Function and infrastructure

Douglas CCS is designed to operate as the offshore hub of the Liverpool Bay transportation and storage (T&S) system. It will receive CO₂ captured from industrial sites across North West England and North Wales and distribute it through a network of existing offshore pipelines repurposed for CO₂ transport to depleted natural gas reservoirs for permanent storage.

Programme progress and supply chain

The broader Liverpool Bay CCS construction programme is approximately 50% complete. Around 60% of the project’s capital expenditure is being delivered through UK‑based supply chains, supporting more than 2,000 jobs during construction and about 200–300 long‑term roles over more than 25 years of operation.

Strategic role

Liverpool Bay CCS is part of Eni CCUS Holding’s portfolio and its strategy to develop CO₂ transportation and storage infrastructure to support industrial decarbonisation at scale. The announcement notes CCS as a mature technological process and a key tool to help hard‑to‑abate industries reduce emissions.
