Project scope

Onyx Power intends to build a low‑carbon blue hydrogen plant based on an autothermal reformer (ATR) with a nameplate capacity of 1,200 MW. The ATR is expected to produce approximately 300 kilotons of blue hydrogen per year at industrial scale.

Location and schedule

The proposed site is on the Maasvlakte, adjacent to Onyx’s existing power plant, chosen for proximity to existing infrastructure and nearby value‑chain partners. The company indicates the plant could be commissioned by 2028.

Regulatory steps

Onyx Power has informed the responsible authority (DCMR) that it will carry out an environmental impact assessment under the Environmental Management Act and the Environmental Impact Assessment Decree, and has published a Notitie Reikwijdte en Detailniveau (NRD) describing the intended scope.

Emissions impact and system role

The project targets emission reductions for large industrial natural‑gas users and CO2 emitters in the Netherlands and Germany, including gas‑fired power stations and chemical and steel producers. Using CO2 capture and storage (CCS), production of ~300 kt/yr of low‑CO2 hydrogen could save about 2.5 million tonnes of CO2 annually. Onyx frames blue hydrogen as a transitional solution until green hydrogen is available at scale, enabling a gradual switch using the same infrastructure and production technologies.
