Fluor elected James F. (Frank) Caldwell Jr., retired U.S. Navy admiral, to its Board of Directors effective August 4, 2026. His appointment increases the Board to 11 members, 10 of whom are independent. He will serve on the Board's Audit and Governance Committees.
Naval experience
Caldwell retired in January 2024 after a 43‑year naval career. He served as Director of the Naval Nuclear Propulsion Program (NNPP) from 2015 to 2024, overseeing the safe, reliable operation of the Navy's nuclear‑powered submarine and aircraft carrier fleet and the organizations supporting those programs. During his leadership the NNPP achieved more than 15 million miles steamed on nuclear power and more than 800 reactor‑years of safe operations while training and qualifying thousands of officers and sailors.
Prior commands and international work
His earlier roles included Naval Inspector General (2013–2015), command of USS Jacksonville (SSN 699), Submarine Development Squadron 12, Submarine Group 9, and the U.S. Pacific Fleet Submarine Force (2010–2013). He also served on the Joint Staff as Deputy Director for Politico‑Military Affairs and as Deputy Commander of U.S. Strategic Command's Joint Functional Component Command for Global Strike. Caldwell helped strengthen international naval nuclear propulsion cooperation, including collaboration with the United Kingdom and the AUKUS framework supporting Australia's acquisition of conventionally armed, nuclear‑powered submarines.
Industry roles and honors
Caldwell is President, Chief Operating Officer and Vice Chairman of Orion Nuclear Energy Corporation, serves on the boards of Entergy Corporation and Severn Leadership Group, and is a Strategic Advisory Panel member of Uranium Energy Corporation and Rhoads Industries. His military awards include the Navy Distinguished Service Medal, Defense Superior Service Medal and Legion of Merit.
