Pavlodar Petrochemical Plant is a major oil refinery located in Pavlodar, northeastern Kazakhstan, and is part of the KazMunayGas group. It is one of the country’s key refining assets, supplying fuels to northern and eastern regions. The refinery primarily processes West Siberian crude delivered by pipeline.
The site has a nameplate capacity of roughly 7–8 million tonnes per year and produces motor gasoline (to Euro 4/5 standards), diesel, jet fuel, liquefied petroleum gas (LPG), vacuum gas oil and other petrochemical feedstocks, as well as bitumen and elemental sulfur. A modernization program completed in the late 2010s upgraded hydrotreating and isomerization capacities, enhanced reforming operations, and strengthened sulfur recovery, improving product quality, energy efficiency, and environmental performance. The refinery is integrated with Kazakhstan’s transport and storage network and supports both domestic supply and limited regional exports.
