About Norwegian Ocean Industry Authority

The Norwegian Ocean Industry Authority is Norway’s regulator for health, safety, and the working environment in offshore energy activities. Formerly known as the Petroleum Safety Authority Norway (PSA Norway), it oversees technical and operational safety, emergency preparedness, and risk management across petroleum operations on the Norwegian Continental Shelf and selected onshore petroleum facilities. Its mandate has expanded to include new ocean industries such as offshore wind and carbon capture and storage (CO2 storage).

The authority develops and enforces HSE regulations, conducts audits and investigations, issues consents and orders, and monitors companies’ management of major accident risk and process safety. It cooperates with other Norwegian and international authorities and industry stakeholders to maintain high safety standards and continuous improvement. This role intersects with the chemical and process industries through oversight of complex process plants, hazardous substances handling, and barrier management in offshore and associated onshore facilities.
