ION+3 is a revolving investment fund established under the European Regional Development Fund (EFRO) Oost-Nederland program for the 2021-2027 period. The fund offers financing instruments such as convertible subordinated loans or equity investments, with amounts starting from €150,000 and a maximum duration of 8 years. It targets companies in the development phase from practice validation to market-ready products, focusing on key regional sectors including health, food and agriculture, high-tech systems and materials, and energy and environmental technology, encompassing renewable energy, circular economy, smart grids, and energy storage.

Managed by Ontwikkelingsmaatschappij Oost-Nederland N.V. (Oost NL), a regional development company, ION+3 serves as a successor to the earlier ION+ and ION+2 funds. It aims to address market failures in early-stage innovation financing (TRL 4-8), helping companies overcome the 'valley of death' where traditional funding is scarce. The fund requires private co-financing and supports activities primarily located in the two provinces.

Co-financed by the European Union, ION+3 contributes to strengthening the economic structure, competitiveness, and employment in East Netherlands by accelerating the market introduction and scaling of innovative and sustainable technologies. Oost NL, with shareholders including the Dutch State, provinces of Gelderland and Overijssel, and the University of Twente, acts as the fund manager, ensuring an integrated financing chain for regional innovators.
