Fujian Petrochemical Company Limited (FPCL), legally known as 福建炼油化工有限公司, is a major refining and petrochemical enterprise located in Quangang District, Quanzhou City, Fujian Province, China.
Established in 1989 as Fujian Refinery and reorganized as a limited liability company in 1995, FPCL is a 50:50 joint venture between China Petroleum & Chemical Corporation (Sinopec) and Fujian Petrochemical Industrial Group Company. Its initial crude processing capacity of 2.5 million tons per year was expanded to 4 million tons per year in 1997.
In 2009, following the start-up of the integrated Fujian Refining and Ethylene Project through its joint venture Fujian Refining & Petrochemical Company Limited (FREP, 50% FPCL, 25% ExxonMobil, 25% Saudi Aramco), capacities grew to 12 million tons per year of refining, 800,000 tons per year of ethylene, 800,000 tons per year of polyethylene (PE), 400,000 tons per year of polypropylene (PP), and 700,000 tons per year of paraxylene (PX).
FPCL processes imported crude oil to produce fuels such as lead-free gasoline, diesel, and jet fuel, alongside petrochemicals. It participates in additional ventures, including a recent joint venture with Sinopec and Saudi Aramco for the Gulei Phase II project (16 million tons per year refining capacity, expected operational by 2030).
