Diputación Foral de Álava (Basque: Arabako Foru Aldundia) is the provincial government of Álava/Araba in Spain’s Basque Country. As a foral (chartered) institution headquartered in Vitoria‑Gasteiz, it exercises devolved powers in taxation and public finance, transport and road networks, land-use and territorial planning, social services, and environmental management.
For industry stakeholders, the council sets and administers regional fiscal frameworks, manages industrial land and infrastructure, and provides permitting and environmental oversight affecting manufacturing, energy, and logistics. It coordinates economic development programs, innovation and SME support, and waste and water policies, and participates in public procurement and public‑private partnerships related to infrastructure and energy transition projects. The institution works alongside the Basque Government and municipal authorities to align regional planning, sustainability goals, and competitiveness across Álava’s industrial base, which includes automotive, metallurgy, food, and emerging clean‑tech activities.
